Orange County, California · General Election: November 3, 2026
OC Board of Supervisors District 5 covers the southern tier of Orange County — including Aliso Viejo, Dana Point, Laguna Beach, Laguna Niguel, Mission Viejo, San Clemente, and San Juan Capistrano. The district leans Republican but has been competitive.
Katrina Foley currently holds the seat after previously representing BOS District 2. She was the first Democrat elected to BOS District 2, and brings her environment and public health focus to south OC. She is running to win a full elected term in District 5 in 2026.
Diane Dixon, the current AD-72 Assemblymember representing Newport Beach and Costa Mesa, is leaving the Assembly to challenge Foley. Dixon previously served on the Newport Beach City Council. She is backed by Republican Party infrastructure and the South OC donor network.
The Board of Supervisors oversees a $9 billion+ annual budget, sets county land-use and social services policy, and approves major contracts. Control of District 5 affects the partisan balance of the five-member board.
