Westminster is the heart of Little Saigon — home to the largest Vietnamese-American community in the United States, centered along Bolsa Avenue. In 1992, Tony Lâm became the first Vietnamese refugee elected to public office in the US when he won a Westminster City Council seat. That moment launched a political movement that now extends to the statehouse and Congress: OC Supervisor Janet Nguyen (District 1) and Assemblymember Tri Ta (AD-70) both represent Westminster, and Rep. Derek Tran (CA-45, D) is one of the highest-profile Vietnamese-American elected officials in the country.
The November 2026 ballot covers four of five council seats: the Mayor at-large (Chi Charlie Nguyen) plus Districts 1, 3, and 4. District 2 councilmember Carlos Manzo is NOT on the ballot — his term runs through December 2028.
The most closely watched dynamic: District 1 councilmember Amy Phan West is simultaneously running for U.S. House CA-45 in the June 2026 primary against Derek Tran. If she wins Congress, she would vacate her District 1 council seat before the November election — creating an open seat and potential council appointment or special election in the heart of Little Saigon. This makes Westminster’s D1 race among the most consequential in OC in 2026 regardless of the outcome in either contest.

Assemblymember Tri Ta (R) represents Westminster in the California Assembly. Ta is the first Vietnamese-American elected to the California Legislature and a major political figure in Little Saigon. His seat is not on the 2026 ballot.
Janet Nguyen represents Westminster on the OC Board of Supervisors. Her district covers Westminster, Garden Grove, Stanton, and surrounding areas.
Rep. Derek Tran (D) holds CA-45 after a narrow 2024 win over incumbent Michelle Steel. Westminster’s Amy Phan West is challenging Tran in the June 2026 primary. The outcome directly affects District 1 on Westminster’s city council.
